Rezoning farmland for a house in Armenia: procedure and odds

Can agricultural land in Armenia be rezoned for housing?

Legally, yes: the designated purpose of a plot is changed by amending the community's planning documents, the community makes the decision, and for some categories approval at government level is also needed. In practice it is a long procedure with an unpredictable outcome. It is more realistic for a plot that borders a settlement and fits naturally into its development, and almost hopeless for a field five kilometres outside a village. So the buyer's rule is simple: you pay for the purpose recorded in the cadastre today. If a seller offers cheap farmland and promises that rezoning is a formality, you are not buying a plot, you are buying a promise.

Who makes the decision

A plot's designated purpose is tied to the zoning approved by the community. Changing the purpose means changing the master plan or the zoning project.

In practice the chain looks like this:

  • The owner applies to the community.
  • A justification and project documents are prepared.
  • Public procedures and approvals take place.
  • The changes to the planning documents are approved.
  • The changes are entered in the cadastre.

Any step can end in refusal, and the refusal does not have to be explained the way you would like.

What the odds depend on

The odds are usually good for plots that:

  • directly border the existing development of a settlement;
  • sit inside an established area that already has houses;
  • have a road and utilities;
  • do not fall within protection zones.

The odds are poor for isolated plots in the middle of farmland, for irrigated fields and vineyards, and for land in restricted zones.

How long it takes

The honest answer: from many months to several years, and nobody can promise a timeline. For comparison, an ordinary building permit for a plot that is already suitable takes about four to six months under the official procedures, the stages are described here. Changing the purpose is an order of magnitude harder.

What it costs

The costs add up from project documents, professional support, possible compensation and payments when the purpose changes. Nobody can name an exact amount in advance: it depends on the area, the category and the community.

So you run the numbers for the worst case: if the rezoning never happens, what do you get for your money? If the answer is "nothing but a field", it is better not to do the deal.

How to work out the economics

Take figures from our database as of September 2026. Agricultural land in Yeghvard costs about 725 dollars per hundred square metres, while a plot for individual housing in the same Yeghvard costs from 4,375 to 7,619. That is six to ten times more, and this gap is exactly what tempts buyers.

But the calculation should be: the price of the farmland, plus the cost of the procedure, plus years of waiting, plus the chance of refusal. If there is still a gain after that, it makes sense. Usually there is none, unless the plot borders existing development and has an obvious prospect of being included.

What to do instead of rezoning

Three workable options:

  • Buy settlement land straight away. It costs more per hundred square metres, but you build your house this year instead of arguing with the community. Live offers are in the catalog.
  • Use agricultural land for its purpose. An orchard, a vineyard or a greenhouse earns income without changing the category.
  • Buy a finished house. Sometimes a house with a plot costs less than land plus construction.

Frequently asked questions

The seller says rezoning takes three months. Does that happen?
In some communities, and when the plot is well located, the procedures move faster, but nobody can promise it. Ask to see similar completed cases in the same community.

Can a rezoning condition be written into the contract?
You can provide for the deposit to be returned if the change is refused. That protects your money, but it does not give back the time spent.

Does rezoning affect the tax?
Yes, the tax base changes.

Can a foreigner start the rezoning?
A foreign individual cannot own agricultural land, so this is about a company, the structure is described here. Legal basis: Constitution of Armenia, Article 60, part 6, and Land Code, Article 4, parts 3 and 3.1 (arlis.am).
