Armenian Citizenship and the Army: Registration, Conscription, Payment

What an Armenian passport means for men and sons: military registration, conscription up to 37, the AMD 2.5 million payment instead of service, reserve duty.

Armenian Citizenship and the Army: Registration, Conscription, Payment

An Armenian passport is usually discussed as a set of opportunities: working without restrictions, buying land, freedom of movement. But for men and teenage sons, military duty comes with the passport, and it applies immediately, not "some day later." Here is how it works under Armenian law, what it costs not to serve and what remains on the side of your other country of citizenship.

A caveat up front: this is a summary of the rules, not legal advice. The final word belongs to the military commissariat and the conscription commission, and the rules themselves have been revised more than once in recent years. Check your own case on the spot before submitting documents.

Why you will not get a passport without the military commissariat

In Armenia, military registration is not a formality you can postpone but a condition for issuing documents. Boys are registered in the year they turn 16, and, as a separate category, men who have acquired citizenship under the established procedure.

The link with the police is strict: a passport, an ID card and address registration are issued only with the military commissariat's marks in the military documents. In practice the path looks like this:

Until this circle is complete, documents are not issued. Registration is handled by the territorial commissariats of Yerevan and the marzes (regions), and for those living abroad who are on the consular register, by the Military Commissariat of the Republic of Armenia.

The main question: how old you are on the date of citizenship

Almost everything else depends on your age on the day you receive the passport.

Under 27. Regular conscription on general terms: men aged 18 to 27 are called up. From 1 January 2026, the service term for enlisted personnel was cut from 24 to 18 months. Those already serving on that date complete the previous 24.

From 27 to 37. Since February 2024, such new citizens are also subject to conscription unless they served 12 months in another country before obtaining citizenship. Their term is 12 months. Instead of serving, you can pay AMD 2,500,000 to the state budget and move to the reserve. If you have a legal ground for exemption or deferment, you neither serve nor pay.

Over 37. There is no compulsory service: you are placed in the reserve straight away. But you still have to register, and you can be called up from the reserve for training.

The amount is fixed in drams by law, so in dollars or other currencies it moves with the exchange rate. Calculate at the rate on the day of payment.

Will service in another country's army count

Yes, under two conditions. The service must have taken place before you obtained Armenian citizenship and must have lasted at least 12 months. You are then exempted from compulsory service and placed in the reserve.

For example, conscript service in Russia is exactly 12 months, so everything depends on the dates in the military ID. If you were discharged early and the ID shows less than a year, this ground does not work. Check your military ID before applying for citizenship and get an Armenian translation in advance: the law does not spell out the list of documents proving service, so it is determined by the practice of the particular commissariat.

The reverse does not work: if you first became an Armenian citizen and then served in another country, that does not exempt you from Armenian service.

Which deferments actually work

Deferments fall into three groups.

So the conversation at the commissariat starts not with money but with documents: military ID, medical certificates, children's birth certificates. Collect them before your visit.

A special case: Armenian roots

There is a trap for those who were Armenian citizens by birth or through recognition of citizenship but apply for a passport only as adults. The law treats applying for registration after 27 as failing to perform service in breach of the law, and different options then apply: 24 months of service, or a combination of shorter service with a large payment, up to AMD 15,000,000 with no service at all. In this situation, even a ground for deferment that appears later does not remove the obligation to pay.

The key question is whether you acquired citizenship (by marriage, after three years of residence) or have been a citizen all along. If your family has Armenian roots, clarify your status before submitting documents.

What changes for a son

A boy who has acquired Armenian citizenship is registered in the year he turns 16 and is subject to conscription from 18. While he is at school, including a school abroad, there is a ground for deferment. A teenager aged 14-18 gives written consent to citizenship himself, so the decision is effectively made together with him.

If the son lives abroad, the summons is sent to him by the embassy or consulate where he is on the consular register, and he has to report to the commissariat where he is registered. Discuss this as a family in advance: the obligation lasts until 37, and registration in the reserve until 53.

Reserve and training

After service, exemption or payment, a man moves to the reserve and stays there until the age limit: for enlisted personnel and non-commissioned officers, 53 in the first group and 55 in the second. Reservists are called up for training. Those who did not serve or paid instead of serving fall into the second category, which is called up more often.

For 2026, the government announced training in several periods from February to December, and each citizen is called up for no more than 25 calendar days (previously training lasted up to three months). The job is kept for that time, and a salary for the position is paid during training.

A summons is considered delivered not only in person but also through an official electronic address or public posting. In June 2026 it was reported that men liable for service arriving from abroad were handed training summonses right at the border: the law does not ban leaving the country, but a short trip can end in reserve training. Those not called up include, in particular, men unfit on health grounds and fathers of four or more children.

You cannot renounce citizenship to avoid service

An application to renounce Armenian citizenship is rejected while the person has unfulfilled obligations related to military registration, service or transfer to the reserve. An unpaid payment in lieu of service also counts as an unfulfilled obligation to the state. The "I'll get the passport and renounce it if needed" scenario does not work.

Liability in Armenia

Breaching the registration rules carries an administrative fine. Evading conscription without legal grounds carries 2 to 5 years of imprisonment, but voluntary reporting and conscription release you from liability. Those who failed to serve in breach of the law cannot work in public service.

If you are also a citizen of Russia

For Russia, a second citizenship cancels nothing: a citizen with two passports is treated only as a Russian citizen. Military duty, taxes and summonses work as before.

More on citizenship and residence permits themselves in our separate guide.

Step by step

1. Before applying for citizenship, work out your age on the date you will receive the passport and the months of service in your military ID. 2. Get an Armenian translation of your military ID and collect documents for a deferment: health certificates, children's birth certificates. 3. If you have Armenian roots, clarify the basis of your citizenship in advance. 4. After receiving citizenship, go through the circle of passport office, medical commission and military commissariat. 5. For a son, settle the questions of consent and registration; if he lives abroad, register him with the consulate. 6. If you are also a Russian citizen, file the notification with the Russian Ministry of Internal Affairs within 60 days. 7. Before trips to Armenia, check your marks and registration status.

If you are just starting out

Citizenship is preceded by years on a residence permit, and during that time everyday matters are more important. Start with our relocation guide to Yerevan, and if you are moving with children, see schools and kindergartens in Yerevan.
