Land categories in Armenia: what you can build on each

What land categories exist in Armenia, and what can you build on them?

Armenia's Land Code divides land into categories by its main purpose. For a buyer, four of them matter in practice. Settlement land: this is where houses stand, plots for individual housing construction belong here, and you can build a house under the community's planning rules. Agricultural land: fields, orchards, pasture; you cannot build a home, only farm buildings that fit the type of use, and a foreign individual cannot own it. Industrial, mining and transport land: for production and warehouses, housing is ruled out. Forest and water fund land and specially protected areas: construction is banned or almost entirely restricted. The category is recorded in the cadastre, and it matters more than the price or the view.

Why the category decides everything

A plot for 5,000 dollars and a plot for 50,000 can lie a couple of kilometres apart. The difference is usually not the quality of the soil but the category and the designated purpose.

You cannot build a house on agricultural land and register it as a residence. No verbal promise from the seller changes that.

Settlement land

This is what a house buyer needs nine times out of ten. Within the category there is a permitted use: residential, public or mixed development.

What to check:

  • whether individual housing construction is allowed;
  • the number of floors and the share of the plot you may build on;
  • setbacks from the boundaries and the red lines;
  • access to utilities.

Our database has such plots both within Yerevan and in the suburbs. See the current listings in the catalog.

Agricultural land

The largest and the cheapest category. In our database as of September 2026, agricultural plots range from 100 dollars per hundred square metres in Zovashen and 167 in Sis to 5,500 in Kanakeravan, a spread of more than fifty times.

What you can do with it:

  • farm it according to its type of use: orchard, vineyard, field, greenhouse;
  • put up farm buildings connected with that use;
  • lease it out.

What you cannot do: build a residential house and register it as housing.

A foreign individual cannot own such land, and the legal ways around this are described in agricultural land through a company.

What the law says. The Constitution of Armenia (Article 60, part 6): foreign citizens and stateless persons do not have the right to own land, except in cases established by law. Those cases are set out in the Land Code (Article 4, parts 3 and 3.1): the ban does not apply to plots for a household or garden, for building and maintaining an individual house or an apartment building, or for public and industrial facilities, and there is a separate exception for holders of special residency status. Other land, above all farmland such as arable land and pasture, is not available to a foreign individual as property. Sources: Constitution of Armenia, Land Code of Armenia, text as of 24 October 2026. Article 4 of the Code was amended by law ՀՕ-13-Ն of 20 January 2026, with the changes in force from 1 November 2026.

Industrial land

For production, warehouses and roadside services. These are often plots along highways with good access and enough electrical capacity.

For a commercial project this can be the right category; for a house it is not.

Forest, water and protected areas

The short answer here: you cannot build. Plots by a lake or in the mountains sold "for a summer house" often belong to exactly these categories or fall within a water protection zone.

If you are looking at land near Lake Sevan or in Tsaghkadzor, check the category first, not after you have fallen for the view.

Can the category be changed?

The law does provide for moving land from one category to another, but this is a procedure at the level of the community and the government, with an unpredictable timeline and no certainty of success. Details: changing agricultural land to residential use.

The buyer's rule: pay for what the plot is today, not for what someone promises to get approved.

Frequently asked questions

Where is a plot's category written?
In the cadastral documents and in the unified certificate; here is how to read it.

Is individual housing construction a category?
No, it is a type of use within settlement land. Listings show it as a separate type, but in the documents you look at both lines.

Can you live in a house on agricultural land?
Physically people do, but legally the house will not be a residence: it is hard to sell, mortgage or register your address in.

Does the tax differ much between categories?
Yes. The tax is calculated from the cadastral value and depends on the category.
