Buying property in Armenia as a foreigner: steps, documents and costs (2026)
By WSE.AM editorial team, edited by Mark Muzyka · Updated 15 October 2026
Short answer. Yes. A foreigner can buy an apartment or a house in Armenia on the same terms as a citizen; only land cannot be owned directly (it is possible through an Armenian company). You need a passport and an Armenian tax ID number, which the tax office issues free of charge in 1-2 working days. After a legal check of the property (a Cadastre extract costs AMD 5,000-15,000), the sale and purchase agreement is certified by a notary in 1-2 hours, and ownership is registered at the Cadastre in 1-3 working days. On top of the price, expect roughly 1-4% in costs: notary 0.1-0.3%, registration fee around AMD 10,000 and agency services up to 3%. There is no purchase tax. You can also buy remotely through a representative with a notarized power of attorney.
Step by step: timing and costs
| Step | What happens | Time | Cost |
|---|---|---|---|
| 1. Get a tax ID number (TIN) | Apply at the tax office with your passport and a copy. | 1-2 working days | Free |
| 2. Choose the apartment | Viewings in person or by video; check the floor plan matches the technical passport. | Depends on you | - |
| 3. Legal check | Cadastre extract: owner, mortgages, arrests and other encumbrances. Utility receipts for the last 3-6 months. Spouse's consent if the seller is married. | 1-2 days | AMD 5,000-15,000 for the extract |
| 4. Agreement and deposit | Price and terms agreed in writing; the deposit is usually 10% of the price. | - | 10% deposit (part of the price) |
| 5. Deal at the notary | The notary checks identities and documents and certifies the sale and purchase agreement; payment and keys. | 1-2 hours | 0.1-0.3% of the price |
| 6. Registration at the Cadastre | Ownership is registered in your name; this is what makes you the legal owner. | 1-3 working days | State fee around AMD 10,000 |
Documents you need
- Your passport (international passport) with a notarized translation into Armenian.
- An Armenian tax ID number (TIN) or social card number.
- An account with an Armenian bank for the payment.
- A notarized power of attorney if a representative signs for you.
The seller provides the ownership certificate and, if the apartment was bought during a marriage, the spouse's consent to the sale. The Cadastre extract confirms who owns the apartment and whether there are mortgages, arrests (court-ordered freezes) or other encumbrances.
Costs and taxes
- Purchase tax: none.
- Notary: 0.1-0.3% of the price.
- Registration at the Cadastre: around AMD 10,000.
- Cadastre extract: AMD 5,000-15,000.
- Agency: 0-3%. How costs are split between buyer and seller is agreed in advance; check exact amounts with the notary before the deal.
After the purchase you pay annual property tax. Since the reform was fully phased in in 2026, it is progressive and tied to a valuation close to market value: small for inexpensive housing, noticeably higher for expensive apartments in the centre. A resident who has owned an apartment for more than a year pays no tax when selling it.
Buying remotely
You can buy without being in Armenia for the whole process: viewings by video, a legal check by the agency, and a representative who signs at the notary under a notarized power of attorney. Money is usually transferred to an Armenian bank account; plan time for this, because transferring money and preparing documents take longer than the deal itself.
Mortgages and instalments
Armenian banks do lend to foreigners, but on stricter terms than to citizens, and most foreign buyers pay in cash. In new buildings the common alternative is an interest-free developer instalment plan until completion.
Residency
Property does not give a residence permit automatically. A permit is granted on other grounds (work, business or sole proprietorship, study, marriage to an Armenian citizen, Armenian descent), and owning a home strengthens the application and settles the proof of address.
Frequently asked questions
Can a foreigner buy an apartment in Armenia?
Yes. Citizens of any country can buy apartments and houses in Armenia on the same terms as Armenian citizens, without citizenship, a residence permit or special permission.
Can a foreigner buy land in Armenia?
Not directly. A foreigner cannot own land in Armenia in their own name, but can buy it through an Armenian company. Apartments and houses have no such restriction.
How much does it cost to buy on top of the price?
Roughly 1-4% of the price: the notary 0.1-0.3%, the Cadastre extract AMD 5,000-15,000, the registration fee around AMD 10,000 and agency services up to 3%. There is no tax on buying property in Armenia.
Can I buy an apartment in Yerevan remotely?
Yes, through a representative with a notarized power of attorney. Opening an Armenian bank account usually needs at least one personal visit, so most buyers plan one trip.
Does buying property give a residence permit in Armenia?
Not automatically. Armenia has no golden visa where an apartment alone turns into a residence permit. Ownership strengthens an application on other grounds, such as work, business, study, marriage or Armenian descent, and serves as proof of address.
How long does the whole purchase take?
With documents and money ready, from a few days to a couple of weeks. The notary appointment takes 1-2 hours and registration at the Cadastre 1-3 working days; most of the time goes on transferring money and preparing documents.
