Building permit for a house in Armenia: stages and timelines

How do you get a building permit for a house in Armenia?

The procedure goes through the community (the local municipality) and consists of consecutive steps. First, the owner applies to the community's architecture department and receives an architectural planning assignment: a document that sets the conditions for the design and for the use of engineering infrastructure. In parallel, technical conditions are requested from the utility companies for gas, water, electricity and sewerage. Based on these documents, a designer prepares the project, which goes through approval, and certain types of buildings also need an environmental review. On the basis of the approved project, the community issues the building permit. Under the official regulations, the architectural planning assignment takes about 38 days, technical conditions 20-30 days, the review up to 30 days and the permit itself about 22 days, while the whole path from application to permit for a standard building usually fits into four to six months.

Step 1. Title to the land

Without a registered right to the plot, the procedure cannot start. The land must belong to a category where residential construction is allowed: about land categories.

If the designated use is wrong, no permit will be issued, and this cannot be fixed on the spot: about changing the designated use.

Step 2. Architectural planning assignment

This is the key input document. It sets out:

  • the permitted number of storeys and height;
  • the share of the plot that may be built on;
  • setbacks from the boundaries and building lines;
  • conditions for utility connections;
  • restrictions from protection zones and easements.

This is where you find out the real building footprint. Sometimes, once setbacks and zones are taken into account, the house has to be made smaller or turned.

Step 3. Technical conditions

These are requested from the utility companies. They state where and how you connect and at what capacity. Connection costs and timelines depend on the specific plot and the utility provider.

Step 4. The project

The project is prepared by a licensed designer. It includes the architectural solutions, the structural part and the engineering sections.

In Armenia, seismic safety needs particular attention: structural calculations take seismic loads into account, and this applies to the foundation as well.

Step 5. Permit and construction

Once the project is approved, the community issues the permit. Then construction follows the project: any deviations from it will surface when the building is commissioned.

Step 6. Commissioning and registration

When construction is finished, the building is accepted, commissioned and the right to the house is registered in the cadastre. Only after registration does the house become a full property: it can be sold, mortgaged or passed on by inheritance.

Skipping this step is the main mistake of self-builders. An unregistered house does not exist in the eyes of a bank or a buyer.

What it costs

The cost is made up of design work, state duties, fees for technical conditions and the connections themselves. Exact amounts depend on the size of the house, the community and the utility companies, so a correct estimate is made for your specific project, not from an average figure found online.

In the overall budget this is a separate line, and it is worth including when you compare building a house with buying a finished one.

Frequently asked questions

Can you build without a permit?
Physically yes, legally it is an unauthorised structure. It cannot be registered in the ordinary way, and in protection zones it is subject to demolition.

Do you need a permit for a shed or a greenhouse?
It depends on the size of the structure and the designated use of the land. Check with the community before starting work.

Who handles the procedure: the owner or the designer?
In practice the design company handles the process, but the applicant is the owner.

Does citizenship affect whether a permit is issued?
The permit is tied to the right to the land. The Constitution of Armenia (Article 60, part 6) gives foreigners no right to own land except in cases established by law, and the Land Code (Article 4, part 3.1) expressly lifts the ban for plots used to build and maintain an individual house (arlis.am). So a foreigner can hold a plot for their own house in their own name; an Armenian legal entity or a lease is needed when the land is agricultural, details.
