Flight delays under Russian rules: hours, deadlines, the fine

Russian delay rules have changed, yet old leaflets with 25 roubles an hour and free phone calls still circulate. This page covers only the current wording: clause 99 of FAP-82 after Ministry of Transport order No 341, and art. 120 of the Air Code after Law 487-FZ.

What you get and after how long

FAP-82, clause 99, as amended by Ministry of Transport order No 341 of 15.10.2025. Services are due for a delay, cancellation or interruption caused by the carrier, at the departure or stopover airport, if boarding has not started:

WaitWhat you getDeadline to provide it
2 hoursdrinking waterwithin 1 hour after the first 2 hours
4 hoursa hot meal and drinkswithin 2 hours after the first 4 hours
after thatmeals every 6 hours by day and every 8 hours at night
8 hours by day or 6 at nighta hotel with transfers both wayswithin 2 hours after that point

Day here means 06:01-21:59 and night 22:00-06:00, so at night the hotel threshold is shorter: 6 hours instead of 8.

What else is free

The Air Code art. 120 fine

Under the current wording (Law No 487-FZ of 04.08.2023) the carrier pays 100 roubles for every hour of late delivery to the destination, capped at 50% of the fare. The old figure of 25 roubles an hour is out of date.

How to count

6 hours late: 6 × 100 = 600 roubles, if that is under half the fare.

Losses on top

You can also claim your full losses from the delay on top of the fine.

When it is not paid

If the carrier proves force majeure, repair of a fault that threatened passengers' life or health, or other circumstances beyond its control.

International flights

We have not verified whether art. 120 applies to flights such as Moscow-Yerevan.

How to use this

  1. Track the time: the 2, 4 and 8 (or 6) hour thresholds run from the start of the wait.
  2. If what is due was not provided on time, speak to the carrier's representative at the airport.
  3. If you paid yourself, keep the receipts: you need them to claim losses.
  4. For the art. 120 fine, note your actual arrival time at the destination.

Why there is no AirHelp offer here

We do not offer AirHelp for Russian claims: Russian airlines flying from Russia are not covered by EU261, and outside EU261 and UK261 AirHelp decides case by case. AirHelp+ insurance payouts also exclude flights to and from Russia. AirHelp makes sense for flights departing from the EU, or arriving there on a European airline.
