Address Registration in Armenia: Documents, Deadlines and Cost
By WSE.AM editorial team, edited by Mark Muzyka · Updated 24 October 2026
What address registration in Armenia does and does not give you: the 180-day limit, documents, the AMD 1,000 fee and registering when the owner refuses.

Address registration in Armenia attracts more myths than any other procedure newcomers go through. The most persistent one: "register at an address and you can stay in the country as long as you like." That is not true. Below, step by step: what registration actually gives you, which documents to bring, what it costs and what to do if the landlord objects.
This guide follows the rules as they apply to citizens of Russia, who make up a large share of newcomers to Yerevan. If you hold another passport, check the stay limit that applies to your own visa regime.
The key point: registration does not extend your stay
A citizen of Russia can stay in Armenia without a visa for no more than 180 days in a year. The Law on Foreigners makes no exception for people who are registered at an address. Leaving and re-entering does not reset the count either: the days are added up over the year.
Only two documents let you stay longer:
- a residence permit (residence status): the grounds and how it is obtained;
- a certificate of lawful residence for citizens of EAEU countries. It is issued to people working under an employment contract or a services contract and is processed through the workpermit.am platform. You need to apply before your 180 days run out.
If you plan to stay in Armenia for a long time, start with one of these two grounds, not with registration.
So why do you need it
Registration is an entry of your address in the state population register. Each person can have only one registered address of permanent residence; Armenian law has no concept of "temporary registration."
In practice, the address record is needed in a few everyday situations:
- kindergarten: a child will be admitted to a municipal kindergarten without registration, but a free place is reserved for registered children only;
- school: a registration certificate is requested on enrolment (schools and kindergartens in Yerevan);
- driving licence: you can drive on a Russian licence without registration, but you cannot exchange it for an Armenian one without it;
- mortgage: some banks require registration from foreign borrowers;
- proof of address at a bank, a school or under contracts.
Registration does not give you the right to work or to medical care. You choose a doctor at a polyclinic within the region where you actually live, not by registered address (how to sign up with a polyclinic).
Registration, social number and residence permit are three different documents
| Document | What it is for | Cost |
|---|---|---|
| Address registration | Records your address: kindergarten, licence exchange, proof of address | AMD 1,000 |
| Social number (social card) | Taxes, salary, bank, doctor's appointments | Free |
| Residence permit | The right to live in the country, a path to citizenship | Temporary: from AMD 105,000 until 1 November 2026, then AMD 150,000 plus AMD 5,950 for the card |
The usual order is: first a notarized translation of your passport and the social number, then registration. The social number is issued at your actual address and does not require registration.
Do you need a residence permit to register
Under the text of the government decree, a foreigner submits, together with the application, a document confirming the right to reside: a residence status or asylum. An entry stamp is not on the list.
In practice, many newcomers report that the registration mark is also made on the basis of the entry stamp in their passport, without a residence permit. The decision depends on the specific office. It is worth trying, but do not expect the same answer from every office.
Documents
What to bring:
1. Application - filled in on site on the approved form. 2. Passport and its notarized translation into Armenian. The way your name is spelled in the translation is how it will appear in all later documents, so check the spelling. 3. A copy of the page with the entry stamp. 4. A housing document: a certificate of ownership, the owner's consent, a court decision or a document confirming actual residence. 5. For a child - the birth certificate and the parent's documents.
You apply at the territorial office of the Migration and Citizenship Service of the Ministry of Internal Affairs for your place of residence. You can book through the migration.e-gov.am portal, and walk-in queues also work. Your passport stays with the office while the registration is processed, so do not plan bank visits or trips for those days.
If the owner will not provide documents
The lawful workaround is registration based on actual residence. You submit an application, a local police officer visits and confirms that you really live at the address. This registration stays valid until the owner objects in writing.
What to know about this option:
- under the rules, the police check takes 5 working days, and entering the record in the register takes another 3 working days; in practice it can take two or three weeks;
- the check is usually short: the officer calls in advance, and a neighbour confirms that you live there, so the neighbour must have an ID document on hand;
- get to know your neighbours before you apply and work out who is usually at home during the day.
Rumours that the owner's consent had been abolished were officially denied by the Armenian Ministry of Internal Affairs in spring 2026: the procedure has not changed since 2005.
Why landlords refuse
Usually because of tax: rental income is subject to income tax at 10%, and a registered tenant makes that income more visible. There is no direct rule that registering a tenant triggers a tax assessment, but the worry is understandable. The second fear is that the tenant will gain rights to the apartment. That is not the case: registration creates no property rights, and the owner can apply to have the tenant deregistered, which is reviewed within three working days.
So agree on registration before you sign the lease, not after you move in. Sometimes it affects the price. What else to discuss with the landlord in advance is covered in our guide to the lease, deposit and tenant rights.
Cost and timing
| Item | Amount |
|---|---|
| Registration fee | AMD 1,000 (about 1,100 at a cash desk with the commission) |
| Registration certificate | AMD 1,000 |
| Child with Russian citizenship | AMD 1,000, the same as an adult |
| Entry in the register | 3 working days |
| Certificate in hand | The next working day |
The office can make copies of documents on site for a separate fee. If your set of documents is incomplete, the application is still accepted, and you get a month to bring what is missing.
When to apply
The rules do not set one deadline that fits everyone:
- 15 days after receiving a residence status, for residence permit holders;
- 7 days to notify the register of a change of address if you are already registered;
- 10 working days is stated on the service page of the government services portal, but that text is written for citizens of Armenia;
- 30 days: under the 2014 agreement between Russia and Armenia, a Russian citizen is exempt from registration for the first 30 days and then registers under local rules.
Go by the shortest deadline and do not put it off: kindergarten, the licence exchange and some banking matters depend on registration.
Fines: what they are really for
- AMD 50,000-100,000 for staying without a visa or status, that is, for exceeding 180 days. It is usually issued at the border on departure. This is not a fine for lacking registration.
- AMD 3,000 for breaching the registration rules.
- There is no fine for living without registration: the relevant article lost force long ago. The figure of "AMD 225,000 for late registration" that circulates online is not backed by any rule.
Family and children
The adult registers first, then the child. For a child under 16, a parent signs the application, and you need the parent's registration certificate and the child's birth certificate. You cannot apply on behalf of your spouse: each adult comes in person, so plan for two visits. If the parents are registered at different addresses, they decide together whose address the child is registered at.
What changes next
From 1 November 2026, the reform of the law on foreigners takes effect: the new list of grounds for lawful residence includes the certificate for EAEU citizens but does not include address registration. The reform does not touch the 180-day limit. Separately, a new law on the population register has been adopted; it will start working no later than early 2027 and promises online address registration. Check office requirements and amounts before you apply: the rules in this area change quickly.
