Property Tax in Armenia 2026: The Reform Is Now in Full Force
By WSE.AM editorial team, edited by Mark Muzyka · Updated 12 October 2026
The six-year transition is over, and in 2026 the new property tax rates apply in full. How the tax is calculated, what central Yerevan owners pay, what to do.

How has property tax in Armenia changed in 2026?
The short answer: in 2026 the phased transition to the new system was completed, and the rates now apply in full. The reform was adopted back in 2020, the changes took effect from 2021 and were phased in gradually over six years. The scale shows in the budget figures: total property tax revenue is expected to grow from roughly 9 billion dram to more than 40 billion, that is, more than fourfold. The essence of the change is a move to valuations close to market value. Previously the tax was calculated from a cadastral valuation that had little to do with real prices, so the owner of an apartment in the center and the owner of an apartment of the same size on the outskirts paid comparable amounts. Now the tax is progressive and tied to the value of the property. For owners of inexpensive housing the amounts have stayed small, while for expensive apartments in the center the payment has grown many times over.
In 2026 Armenia completed its phased transition to a new property tax system. For owners, this means a noticeably higher bill. Here is by how much and why.
What has changed?
The reform was adopted back in 2020, and the changes took effect from 2021, but they were introduced gradually, over six years. 2026 is the year the rates started to apply in full.
The scale of the change shows in the budget figures: total property tax revenue is expected to grow from roughly 9 billion dram (AMD) to more than 40 billion, that is, more than four times.
How the tax works
The key change of the reform is the move to a valuation close to market value. Previously the tax was calculated from a cadastral valuation that had little to do with real prices, so the owner of an apartment in the center and the owner of a similar-sized apartment on the outskirts paid comparable amounts.
Now the tax is progressive and tied to the value of the property: the more expensive the property, the higher the rate. The logic is simple: "live in the center, pay more".
According to estimates, a large share of apartment owners pay relatively small amounts, while for owners of expensive housing in central Yerevan the payment has grown many times over and can reach hundreds of dollars a year.
What does this mean for owners?
1. The cost of ownership has gone up. If you calculated the return on renting out an apartment using figures from two or three years ago, recalculate: the tax is now a noticeable expense, especially for expensive properties.
2. Expensive property has become more expensive to hold. For an investment calculation, this means the premium segment in Kentron (the city center) needs a revised model: higher holding costs affect the net yield.
3. The valuation of your property matters. Since the tax is tied to value, it is important to understand how your property has been valued.
How to pay
The notice is sent to the owner; payment is made by the set deadlines through a bank or online services. Late payment incurs penalties.
When you sell an apartment, unpaid tax becomes an obstacle to the deal. It is one of the things checked during a legal check of an apartment.
Separately: land tax
Land tax is calculated separately from the tax on buildings. For owners of houses and plots, these are two different lines of expenses.
What to do
- Check what valuation has been assigned to your property and whether it reflects reality.
- Include the tax in your yield calculation if you rent out the apartment.
- Do not let debts build up: they will surface when you sell.
- If you are buying, confirm with the seller before the deal that there is no tax debt.
The information is current as of August 2026. Check the specific rates and calculation rules with the State Revenue Committee: the reform affects different categories of property differently.

Frequently asked questions
Does a foreigner pay property tax in Armenia? Yes, on the same terms as a citizen. The tax is tied to the property, not to the owner's citizenship.
What is the tax calculated from? From the cadastral value of the property, not from the price you paid when buying. The two figures usually differ.
When does the obligation to pay begin? After ownership is registered at the Cadastre. Until registration, the property is not listed under your name.
Is there a tax on renting out an apartment? Yes, rental income is taxed separately from the tax on the property itself. The rules depend on how the owner is registered, so it is worth choosing the tax regime before you start renting out.
Do I need to declare Armenian property in my home country? That depends on your tax residency. We do not replace advice from a tax specialist in your jurisdiction and recommend finding this out before the deal.
