Property taxes in Armenia in 2026: annual property tax, tax on a sale, tax on rental income, how and when to pay. For owners and foreign investors in Yerevan.

What taxes does a property owner pay in Armenia?
The short answer: the tax burden on real estate in Armenia is among the lowest in the region. The annual property tax is calculated from the cadastral value on a progressive scale. Since 2021 the cadastral valuation has been brought closer to market value, the tax was phased in gradually, and from 2026 it is charged in full. You can calculate the exact amount for your property using its cadastral code. The tax is due by 1 December. A sale of an apartment by one private individual to another is not subject to income tax, while income from a sale to an organization or an individual entrepreneur is taxed at 10 percent. An individual pays 10 percent on rental income. Check the state fee for registering a deal on the Cadastre Committee website as of the date of the deal.

How the tax is calculated
The tax is progressive: the higher the cadastral value of the property, the higher the rate. Since 2021 the tax has been calculated from a cadastral value brought close to market value, and it was phased in: for 2021 owners paid 25% of the full amount, for 2022 30%, for 2023 35%, for 2024 50%, for 2025 75%, and from 2026 100% (Tax Code, Article 233, Part 7). Rates by value band are quoted differently in open sources, so we do not publish them. Calculate the exact amount for your apartment by its cadastral code (property tax calculator) or check with your community and the State Revenue Committee.
Payment deadline
By 1 December every year. You can pay through e-payments.am, banks, mobile apps or at the municipality.
Penalties
Late payment incurs penalty interest. Its amount is set by the Tax Code; check it with the State Revenue Committee.
Tax when selling
Selling to an individual: income from the sale of an apartment by one private individual to another is not subject to income tax (the exception is a seller recognized as a developer).
Selling to an organization or an individual entrepreneur: the seller's income is subject to income tax at 10% (Tax Code, Article 150, Part 9), withheld by the buyer as a tax agent. The 20% rate applies to a developer's income from selling apartments (Article 150, Part 11). More detail: tax on selling an apartment.
For legal entities: profit tax is 18%.
Income tax on rent
An individual's income from renting out housing is taxed at 10%. If the tenant is an organization or an individual entrepreneur, the tenant withholds the tax as a tax agent; in other cases the owner declares and pays it. Check the reporting procedure and deadlines with the State Revenue Committee.
State fee for deals
The fee for registration with the Cadastre is set by law and changes over time; check the current amount on the Cadastre Committee website as of the date of the deal.
Notary costs
These depend on the notary and the amount of the deal, so ask in advance.
Gifts and inheritance
There is no separate gift or inheritance tax in Armenia: the Tax Code does not provide for such a tax (Article 6). An apartment or money received as a gift or by inheritance from an individual is not subject to income tax, and the degree of kinship does not matter (Article 147, Part 1, Point 13). The exception is a gift from an individual recognized as the developer of an apartment building.
Kinship affects only the notary's state fee for certifying a gift agreement or issuing a certificate of inheritance: 2000 dram for children, a spouse and parents, 3000 dram for brothers, sisters and grandparents, 5000 dram for everyone else. More detail: gifting an apartment in Armenia.
Taxes for non-residents
Non-residents pay property tax on the same terms as residents: it is tied to the property, not to citizenship. How rental and sale income is taxed for non-residents depends on their status and the circumstances of the deal, so it is worth checking in advance.
Double taxation agreements
Armenia has signed agreements with Russia, Ukraine, Belarus, Kazakhstan, the United States, Germany, France and many other countries.
How to reduce taxes legally
1. Rent out officially: a contract and paid tax protect you in a dispute with a tenant 2. Check the cadastral valuation of your property: the property tax depends on it 3. Pay property tax on time: arrears will surface when you sell 4. Clarify the tax before the deal, especially if the buyer is an organization or you are a non-resident 5. Consider a gift for transfers within the family: a gift from an individual is not subject to income tax, and the notary's state fee for close relatives is minimal
Conclusion
Armenia's tax system is one of the most lenient in the region. With sensible planning, most owners pay minimal amounts.
