Work Permit in Armenia for Foreigners: How It Works in 2026
By WSE.AM editorial team, edited by Mark Muzyka · Updated 23 October 2026
Armenia work permit for non-EAEU foreigners: the employer applies via workpermit.am, who is exempt, what Indian applicants should know, changes from 1 Nov 2026.
Foreigners from outside the Eurasian Economic Union (EAEU) need a work permit in Armenia, and it is the employer, not the worker, who applies for it through the electronic system workpermit.am. The worker only collects the residence card in person. EAEU citizens are exempt, and from 1 November 2026 the law replaces the work permit with a work visa and a permit to stay or reside for work, but those provisions start only once Armenia's new electronic visa system is running.
Up to date as of 23 October 2026. This is not legal advice: laws change, check the source or a lawyer before acting.
Who needs a work permit in Armenia and who does not
Under the current Article 23 of the Law on Foreigners (until 01.11.2026), these people can work without a work permit, among others:
| Category | Work permit needed? |
|---|---|
| Holders of permanent or special residence status | no |
| Temporary residence holders on the basis of study, family, Armenian origin or volunteering | no |
| Founders and heads of companies where foreign capital holds more than 50% of votes | no |
| Highly qualified specialists meeting government criteria | no |
| People exempt under international treaties (EAEU citizens and their families) | no |
| Graduates of Armenian universities, within one year of graduation | no |
| Other foreigners coming to work for an Armenian employer | yes, through workpermit.am |
If you already live in Armenia on one of the residence grounds above, you do not need a separate permit for a specific employer. The residence types are explained in our residence permit guide.
How to get a work permit in Armenia through workpermit.am
Since 01.01.2022 work permits and work-based residence permits for non-EAEU foreigners are handled through the electronic system, and the application is filed by the employer. According to the platform's official description:
1. The employer registers on workpermit.am. 2. The employer describes the vacancy. 3. The Ministry of Labour and Social Affairs confirms it. 4. Through the platform, the employer applies for a work-based residence permit for the foreigner. 5. The foreigner visits a Unified Public Service Office in person and collects the plastic card.
In practice this means that the first step for a candidate is a job offer from an Armenian employer that is ready to file. The official process does not describe the worker applying alone.
Armenia work permit for Indian citizens
Many searches come from India: "Armenia work visa for Indians", fees, processing time. Here is what the official sources we checked do and do not say.
- What applies. Indian citizens are not EAEU nationals, so the general route above applies: the Armenian employer files through workpermit.am, and the worker collects the residence card in Armenia.
- What is not published. We found no India-specific rules in the official Armenian sources we checked: no separate work visa fee for Indian applicants, no separate processing time, no special quota. As of 23.10.2026 these are not officially published there.
- Entry visa. Whether you need a visa to enter Armenia on an Indian passport is not covered in our dataset. Check the visa section of the Ministry of Foreign Affairs website (mfa.am) before you travel.
- After 1 November 2026. A work visa will replace the work permit, but only once the new electronic visa system is introduced. Its launch date was not officially announced as of 23.10.2026.
The same applies to applicants from any other non-EAEU country: rules are set by the Law on Foreigners, not by nationality-specific programmes in the sources we checked.
Fees and processing time
| Item | What the official sources say |
|---|---|
| Separate fee for the work permit itself | not found in the official sources we checked |
| Temporary residence permit (status, card and registration), until the platform launch | 105 000 AMD |
| Temporary residence, from platform launch (no later than 1.11.2026) | 150 000 AMD for review + 5 950 AMD for the card |
| Processing time | the general 30-day rule for residence decisions does not apply to residence based on a work permit; no other time limit found |
Ask the employer which fees it pays and which you pay, and check the status of the application on workpermit.am.
EAEU citizens: no permit, but a certificate of lawful residence
EAEU citizens working in Armenia are exempt from the work permit and receive a certificate of lawful residence instead. It is needed to use your rights in Armenia, for example to cross the border without administrative liability after staying more than 180 days.
1. Register on workpermit.am and choose the "EAEU citizen" tab. 2. Apply for the certificate for yourself and your family members. 3. Receive the certificate of lawful residence.
When to apply. Today: before the 180 days run out, if you plan to stay longer. From 01.11.2026: right after signing an employment or service contract.
Cost. No fee is set today. From 01.11.2026 the review costs 30 000 AMD and issuing the certificate another 5 950 AMD. From the same date EAEU citizens work without a permit if they have a public service number; see the public service number guide.
What changes from 1 November 2026
Law ՀՕ-11-Ն amending the Law on Foreigners takes effect on 01.11.2026 (or from the 10th day after the electronic platform launch is announced, but no later than that date).
| Question | Until 01.11.2026 | From 01.11.2026 |
|---|---|---|
| Document for work | work permit | work visa and permit to stay or reside for work |
| Founders and heads of companies with foreign capital | no permit needed | removed from the exempt list |
| Highly qualified specialists | no permit needed | removed from the exempt list |
| Permanent residence; temporary residence for study, family, Armenian origin | no permit needed | no permit needed |
| Temporary residence for business | not on the list | no permit needed |
| EAEU citizens | no permit needed | no permit needed if they have a public service number |
An important caveat: Article 30 of the amending law says the provisions on the work visa and the permit to stay or reside for work take effect only after Armenia's new electronic visa system is introduced. How foreign workers will be processed between 01.11.2026 and that launch has not been officially explained. Check with the Migration and Citizenship Service and on workpermit.am before you sign a contract.
Two more new rules for people living in Armenia on a work basis:
- the work-based residence permit is cancelled if the employment contract ends and no new one is signed through the digital system within 15 working days;
- temporary residence is issued for up to one year, and the wording about extension by a year each time has been removed. How renewal works depends on a new government decree not published as of 23.10.2026.
Residence applications filed before 01.11.2026 are reviewed under the old rules. Founders of companies with foreign capital should note that their exemption disappears from 01.11.2026 and check their status with a lawyer. While the paperwork runs, you can line up housing in advance: apartments for rent in Yerevan, or let wse.am find a flat for you.

Frequently asked questions
How do I get a work permit in Armenia? If you are not an EAEU citizen, you need an Armenian employer that registers on workpermit.am, describes the vacancy, gets confirmation from the Ministry of Labour and Social Affairs and applies for a work-based residence permit for you. You then collect the plastic card in person at a Unified Public Service Office.
Can I apply for an Armenia work permit online myself? Under the official process the application is filed online by the employer, not by the worker. The foreigner's personal step is collecting the residence card.
What is the Armenia work visa fee for Indians? No India-specific work visa fee is published in the official sources we checked as of 23.10.2026, and the work visa itself starts only after the new electronic visa system is introduced. The general temporary residence fee is 105 000 AMD until the platform launch and 150 000 AMD plus 5 950 AMD for the card afterwards.
How long does an Armenia work permit take? The general 30-day decision period for residence permits does not apply to residence based on a work permit, and we found no other official time limit. Ask the employer and follow the application on workpermit.am.
What happens to my work-based residence permit if I quit? Under the new wording of the law, it is cancelled if no new employment contract is signed through the digital system within 15 working days after the old one ends.
Do EAEU citizens need a work permit in Armenia? No. They work under an employment contract and get a certificate of lawful residence through workpermit.am; from 01.11.2026 it costs 30 000 AMD plus 5 950 AMD.
